Internally, employees were reportedly told that their work was exemplary, and those who dared to criticize FEMA’s response were quickly dismissed as “bad actors” or accused of “spreading misinformation.” This internal narrative, Goodman suggests, is eroding the agency’s credibility and diverting attention from the real needs on the ground.

Highlighting the agency’s growing emphasis on equity, Goodman stated, “We are prioritizing disadvantaged communities when there’s no clear definition of what that is.” She went on to describe how FEMA’s unclear guidelines surrounding “disadvantaged communities” are impacting its effectiveness. By allocating time and resources to ambiguous initiatives, Goodman believes the agency is failing in its core mission to serve all Americans in crisis. “When you’re dedicating that time and those resources to things that you can’t tie to fact… you’re not dedicating to the things that matter, which is helping American families stay safe,” she said.

Despite the personal risk, Goodman expressed her sense of duty to bring her concerns to light. She noted that her motivation stems from a higher calling, sharing, “If you feel a calling from the Lord…you need to speak the truth.” Goodman urged FEMA to return to the basics of disaster response, advocating for a refocus on the agency’s original purpose: saving lives and supporting recovery efforts for all communities, regardless of racial or socioeconomic considerations. “We have the resources. We need to get back to basics and use them to actually help people,” she concluded.
