“Under Democratic and Republican administrations alike, the Board has followed the law, operating with independence pursuant to its statutory mandate,” the letter reads.
“Indeed, the Fulbright-Hays Act emphasizes the non-political and non-ideological character of the program.”

But the current administration, the board argues, has overstepped its authority. Trump’s team has reportedly blocked a significant number of awardees from the 2025–2026 academic cycle.

“The current administration has usurped the authority of the Board and denied Fulbright awards to a substantial number of individuals who were selected,” the board wrote.

Even more concerning for the board was the administration’s decision to subject an additional 1,200 foreign recipients to a rigorous and, according to them, unauthorized review process.

“We believe these actions not only contradict the statute but are antithetical to the Fulbright mission and the values, including free speech and academic freedom, that Congress specified in the statute.”

Despite raising concerns with senior officials, the board claims their legal warnings and objections were ignored.

“We have raised these legal issues and our strong objections with senior administration officials on multiple occasions, including in writing.”

They concluded their statement with an appeal to the other branches of government, urging them to step in.

“It is our sincere hope that Congress, the courts, and future Fulbright Boards will prevent the administration’s efforts to degrade, dismantle, or even eliminate one of our nation’s most respected and valuable programs.”

Yet with growing scrutiny of foreign students—especially those tied to adversarial nations—the Trump administration appears undeterred.

Just days ago, a Chinese national was arrested at a U.S. airport after attempting to smuggle biological materials into the country. Federal officials say the suspect was connected to a science university in Wuhan, China and intended to use the materials at a lab at the University of Michigan.

“The alleged smuggling of biological materials by this alien from a science and technology university in Wuhan, China — to be used at a University of Michigan laboratory — is part of an alarming pattern that threatens our security,” said U.S. Attorney Jerome Gorgon Jr.

The problem doesn’t stop there. Even elite institutions like Stanford University are under scrutiny. In a bold exposé last month, the Stanford Review detailed what it called a troubling infiltration by Chinese operatives on its campus.

“Transnational repression, $64 million in Chinese funding, and allegations of racial profiling have contributed to a pervasive culture of silence at Stanford and beyond,” the student publication reported.

While the Fulbright Board laments the Trump administration’s decisive intervention, many Americans might argue that such bold action is exactly what’s needed. With foreign influence seeping into academia and security risks mounting, the question isn’t why the board resigned—but why it took this long for someone in Washington to finally take action.

As the Trump administration moves forward undeterred, one thing is clear: the days of business-as-usual when it comes to foreign student programs are over. Whether critics call it ideological overreach or much-needed reform, the gloves are off—and national security comes first.
