According to lawmakers involved in the negotiations, Senate Majority Leader John Thune is signaling that he is willing to bring the Safeguard American Voter Eligibility Act to the Senate floor using an aggressive and rarely deployed parliamentary tactic. The move would sidestep the modern filibuster that has quietly killed countless bills without senators ever having to speak a word.

The legislation, widely known as the SAVE Act, already passed the House. It would require documentary proof of U.S. citizenship to register to vote in federal elections, a policy that consistently polls as popular with the American public. Despite that support, the bill has faced stiff resistance from Senate Democrats who rely on the current filibuster system to block it outright.
House Republicans decided they were done waiting.
Earlier this week, several GOP lawmakers warned that they would freeze legislative action unless the Senate committed to a vote. Among the most vocal were Florida Rep. Anna Paulina Luna and Tennessee Rep. Tim Burchett, who made clear they were willing to grind Capitol Hill to a halt to force action.
