China’s leaders understand one simple reality: if America dominates artificial intelligence, Beijing falls further behind.
That is why a newly uncovered influence operation is raising serious concerns in Washington after OpenAI revealed that Chinese-linked actors were secretly using ChatGPT to influence debates inside the United States.
According to OpenAI’s June 2026 threat report, individuals connected to Chinese organizations used the American-built AI platform to create political content aimed at shaping public opinion on issues that could affect the future of U.S. artificial intelligence development.
The campaign focused on one of the most important battlegrounds in the global AI race: infrastructure.
Massive AI data centers require enormous amounts of electricity, land, and investment. Across the country, local communities have been debating whether these projects should be welcomed or restricted. Chinese operatives apparently saw an opportunity to exploit those concerns.
OpenAI investigators identified two separate influence efforts and removed the accounts involved.
