The scheme lasted through multiple administrations before federal authorities finally unraveled it.
Now Carlos Felipe Jaramillo Grajales is headed to federal prison, and his case is drawing fresh attention to a difficult question surrounding election security: How can authorities stop a noncitizen who is using the legitimate identity documents of an actual American?
