Millions in Federal Grants and Lobbying Ties
Sandra Whitehouse, an established marine ecologist, has served as the president of Ocean Wonks LLC, a consulting firm she founded in 2017. Before that, she spent a decade working with Ocean Conservancy as a senior policy advisor.
Records reviewed by FACT show that since 2008, Ocean Conservancy has secured at least $12.2 million in federal funding. Just last year, the organization landed two major grants totaling $5.2 million from the National Oceanic and Atmospheric Administration (NOAA) and the Environmental Protection Agency (EPA). Both grants were tied to the Bipartisan Infrastructure Law—legislation championed and voted for by Whitehouse.

The EPA’s grant, specifically, came from the agency’s annual appropriations bill, another piece of legislation that made its way through the Senate. Whitehouse’s direct involvement in these funding decisions raises serious questions about potential conflicts of interest.
Ethics Group Sounds the Alarm
Kendra Arnold, executive director of FACT, blasted the financial entanglement, calling it a glaring conflict of interest.
“While these two grants alone appear to be a conflict of interest, it is even more egregious in the context of Senator Whitehouse’s long history of working on legislation being lobbied for by organizations tied to his wife,” Arnold stated.
According to FACT’s findings, Ocean Conservancy has spent millions on federal lobbying, advocating for policies that align with Whitehouse’s legislative priorities. As a ranking member of the Senate’s Environment and Public Works Committee and co-founder of the Senate’s ‘Oceans Caucus,’ Whitehouse has long been a vocal supporter of environmental funding initiatives.
Financial Gains for the Senator’s Wife
Tax records reviewed by FACT reveal that since 2010, Sandra Whitehouse has received a total of $2,686,800 in compensation from Ocean Conservancy, either directly or through her consulting firm. The revelations have fueled concerns that taxpayer money is being funneled to groups with deep personal connections to the senator.
Ocean Conservancy Responds
Ocean Conservancy has defended Sandra Whitehouse’s role, dismissing any claims of impropriety.
“Dr. Sandra Whitehouse, a well-respected marine ecologist and ocean policy consultant, has not received compensation from these federal grants allocated to Ocean Conservancy,” stated Jeff Watters, Vice President of External Affairs for the organization.

Watters also argued that the grant selection process was independent and competitive. “The marine debris cleanup grants Ocean Conservancy received from NOAA came from laws passed with broad bipartisan support that then went through a competitive, independent selection process which designated Ocean Conservancy to be one among hundreds of NGOs to receive funding. Ocean Conservancy’s selection was based on our decades of expertise in addressing marine debris and protecting the ocean.”
Whitehouse Silent Amid Calls for Investigation
Despite the growing backlash, Senator Whitehouse has yet to address the allegations or respond to media inquiries regarding his connection to the federal funds directed toward his wife’s organization.
With the revelation of these financial ties, conservative watchdogs and political opponents are pressing for a formal ethics review. If Whitehouse is found to have influenced legislation to benefit Ocean Conservancy, the fallout could be severe, putting his reputation—and potentially his Senate seat—at risk.
