In May 2023, The Gateway Pundit first exposed a contract proposal involving Hunter Biden’s firm Rosemont Seneca, Burisma executive Vadym Pozharskyi, and lobbyist Sally Painter of Blue Star Strategies. Those communications, dated just weeks before Biden landed in Kyiv, paint a disturbing picture.
An October 31, 2015 email was titled: “Fwd: Revised Burisma Proposal, Contract and Invoice.” It set the stage for what followed.
On November 2, Pozharskyi replied, expressing frustration that the plan “doesn’t offer any names of top US officials here in Ukraine (for instance, US Ambassador) or Ukrainian officials (the President of Ukraine, chief of staff, Prosecutor General) as key targets for improving Nikolay’s case and his situation in Ukraine.”
He continued, “I would like us to formulate a list of deliverables, including, but not limited to: a concrete course of actions, incl. meetings/communications resulting in high-ranking US officials in Ukraine (US Ambassador) and in US publicly or in private communication/comment expressing their ‘positive opinion’ and support of Nikolay/Burisma to the highest level of decision makers here in Ukraine: President of Ukraine, president Chief of staff, Prosecutor General, etc.”
This was not subtle. Burisma wanted U.S. officials — at the very top — to send “positive signals” on behalf of Mykola Zlochevsky, Burisma’s CEO.
By mid-November, Burisma moved forward with the plan. On November 18, Pozharskyi confirmed the agreement with Blue Star Strategies and stated he was wiring a $60,000 retainer that day. A conference call was scheduled to map out an “action plan” for the coming weeks — right as Biden’s visit was being organized.
On December 2, a White House conference call laid out the Vice President’s travel agenda to Ukraine. According to internal emails later obtained, Blue Star Strategies somehow got a copy of those call notes and passed them straight to Burisma.
And just five days later, Joe Biden touched down in Kyiv.
This week, CIA Director John Ratcliffe confirmed the declassification of an intelligence report focused on Biden’s December 2015 visit. The document was titled: “Reactions of <redacted> Ukraine Government Officials to Early December Visit of Senior United States Government Official.”
According to the report, Ukrainian officials inside then-President Petro Poroshenko’s administration expressed “bewilderment” and “disappointment” over Biden’s trip.
The report reads:
“After the visit, these officials assessed that the Vice President…had come to Kiev almost exclusively to give a generic public speech, and had no intention of discussing substantive matters with Poroshenko or other officials within the Ukrainian government.”
Biden’s speech invoked the Orange Revolution and Maidan Revolution — both movements heavily backed by Washington to tilt Ukraine toward Western influence. He touted billions in U.S. assistance but did not publicly mention the prosecutor on stage.
But behind the scenes, the situation was very different. In February 2016, Prosecutor General Viktor Shokin froze assets belonging to Burisma CEO Mykola Zlochevsky. By March, Shokin was out of a job — exactly as Biden had bragged about arranging.
The report also notes that Ukrainian officials expected Biden to raise “personnel matters” with Poroshenko — meaning the fates of specific government officials. Biden later admitted he told Ukraine to fire Shokin or lose $1 billion in U.S. aid.
The emails from Hunter Biden’s laptop strongly suggest that Joe Biden’s trip to Ukraine was not just another diplomatic mission. It aligned perfectly with Burisma’s lobbying strategy to pressure Ukrainian leadership through “high-ranking U.S. officials.”
What the public saw — a polished speech on democracy — may have simply been cover for a political favor to protect his son’s business ties.
And as the CIA report reveals, Ukrainian officials themselves recognized the double standard, reportedly “musing” about Biden’s family’s involvement in what they described as “corrupt business practices in Ukraine.”
This explosive new evidence reinforces what critics have warned for years: Joe Biden wasn’t just a passive observer of his son’s foreign business ventures — he was the leverage.
