Mark Penn, Co-Director of the Harvard CAPS/Harris poll, sees this as a major opportunity for Trump. “People are taking a generally positive wait-and-see attitude for Trump but have really reassessed their attitudes toward Biden, Harris, and the Democrats, taking a much harsher, more negative attitude,” Penn said. “Trump has a real opportunity here – we’re seeing a healthy, trudging approval edging toward real approval based on how the next couple of months turn out.”

Trump’s strong standing is extending to his newly appointed cabinet. Health and Human Services Secretary Robert F. Kennedy, Jr. boasts a +9 net approval rating, while former Democratic presidential hopeful Tulsi Gabbard begins her term with a +3 favorability score. Vice President J.D. Vance is also enjoying a +4 approval boost, with the Republican Party as a whole maintaining a slim positive rating of +1.

Another 76% favor closing the U.S. border, making these three of the most popular policies in Trump’s platform.

Despite economic concerns, Trump maintains an advantage over Biden. Forty percent of voters say his policies have improved their financial situation, compared to 36% who disagree. On trade, 57% agree that tariffs are an effective economic tool, though 62% worry they may raise prices on consumer goods.
Foreign policy remains another critical area where Americans are shifting toward Trump’s approach. A stunning 72% now prefer a negotiated peace deal in Ukraine rather than continued military conflict. However, 59% oppose Trump’s decision to negotiate directly with Russia without Ukraine’s involvement, signaling a split in how Americans want the war to be resolved.
