A Century-Old Vision Comes Alive

Trump is drawing on a legal tool that has been largely dormant for over a century, one that traces back to President Theodore Roosevelt. In 1907, Roosevelt anticipated the surge in smuggling along the Mexican border and created what became known as the “Roosevelt Reservation”—a 60-foot strip of federal land stretching across California, Arizona, and New Mexico specifically to combat illegal trafficking.¹

Roosevelt’s proclamation declared the land should remain “free from obstruction as a protection against the smuggling of goods between the United States and Mexico.”² That legal maneuver, largely ignored by presidents until now, gives the military authority to operate without the usual domestic law enforcement restrictions.
