Layla Law-Gisiko (D), a vocal advocate for New York City’s controversial congestion pricing policy and president of the City Club of New York, became the latest victim of violence in the very subway system she has promoted as part of the city’s future. The incident has raised new questions about the safety of public transportation as congestion tolls push more commuters underground.
The attack took place on Saturday at the 23rd Street and 5th Avenue subway station. Law-Gisiko recounted the harrowing experience on social media platform X (formerly Twitter), describing how an assailant with a shopping cart began screaming at her, spat in her hair, and physically assaulted her.

“Today at around 3:30 PM, I entered the subway station at 23rd Street and 5th Avenue. At the bottom of the first flight of stairs, an individual with a shopping cart began screaming at me and spat in my hair,” she wrote.
