According to reports, the reservoir had been offline for nearly a year due to what the Los Angeles Department of Water and Power (DWP) described as a “tear in its cover.” This issue left the reservoir unavailable during a time of unprecedented demand on the city’s water systems.

The disaster has drawn sharp criticism from furious residents, civic leaders, and union representatives alike. L.A. City Councilmember Traci Park and developer Rick Caruso labeled the reservoir’s inaccessibility as emblematic of failing infrastructure, while others cited it as a key factor in the loss of over 5,300 homes and buildings.
