The ultimate aim was to “reprogram human minds,” with the CIA exploring everything from substances that induced amnesia to drugs that created “pure euphoria” without any aftereffects.

The documents reveal a troubling collaboration between the CIA and pharmaceutical companies like Eli Lilly, which mass-produced LSD for these experiments. Secret safehouses, dubbed “black sites,” were established in urban centers such as San Francisco and New York to conduct these trials away from public scrutiny.

One of the most notorious operations under MKUltra, “Operation Midnight Climax,” involved hiring prostitutes to lure unsuspecting men to these safehouses. Once there, the men were secretly dosed with LSD while CIA operatives observed their behavior from behind one-way mirrors.

Among the test subjects was James “Whitey” Bulger, a notorious organized crime boss who participated in MKUltra experiments in 1957 while imprisoned in Atlanta. Bulger later described the horrifying effects of the program:

“Total loss of appetite. Hallucinating. The room would change shape. Hours of paranoia and feeling violent,” he wrote. “We experienced horrible periods of living nightmares and even blood coming out of the walls. Guys turning to skeletons in front of me. I saw a camera change into the head of a dog. I felt like I was going insane.”

The newly released files include a list of substances and techniques the CIA aimed to develop, such as:

  • Materials that promote illogical thinking.
  • Substances to make hypnosis more effective.
  • Drugs to help individuals endure torture or brainwashing.
  • Methods to produce paralysis, amnesia, or confusion over long periods.
  • A “knockout pill” for covert druggings.

The agency’s pursuits were likened to experiments conducted by Nazi doctors during World War II.

In 1973, as the Watergate scandal eroded public trust, CIA Director Richard Helms ordered the destruction of most MKUltra records. However, some documents survived and were later revealed during the Church Committee hearings in 1975, sparking national outrage and leading to the establishment of intelligence oversight committees.
