In a striking blow to New York City’s political establishment, a federal judge has officially stripped control of the infamous Rikers Island jail from city officials, handing it over to an independent authority who will now answer directly to the court. The decision signals a dramatic shift in oversight for one of the most scandal-plagued detention centers in America — and a blistering indictment of the city’s failed attempts at reform.
In a 77-page decision released Tuesday, U.S. District Judge Laura Taylor Swain didn’t mince words about the city’s abysmal track record. After nearly a decade of stalled progress, excuses, and what appears to be deliberate mismanagement, Swain declared that the status quo could no longer stand.
“The conduct of the city over the last nine years leaves no doubt that continued insistence on compliance with the court’s orders by persons answerable principally to political authorities would lead only to confrontation and delay,” she wrote.
Swain’s ruling made it crystal clear: the city’s leadership is incapable — or unwilling — to fix Rikers. She highlighted chronic staffing failures, misused resources, and what she suggested were bad-faith efforts to dodge accountability.
