A memo from the Democratic National Committee (DNC) announced a six-figure budget aimed at collecting millions of votes from Americans living abroad, raising alarms about the possibility of fraud in an already heated political climate.
In the 2000 presidential election, a razor-thin margin of 629 votes in Florida between George W. Bush and Al Gore was decided by overseas absentee ballots, swinging the result in favor of Bush. Republicans argue that Democrats have learned from this close call and are using loopholes to influence the upcoming election.

A key concern is the voter registration process for UOCAVA (Uniformed and Overseas Citizens Absentee Voting Act) voters. Unlike regular voters, overseas voters can bypass identity verification processes that would typically require a Social Security number or state-issued ID. This, critics argue, leaves the system vulnerable to fraud. A federal government report recently found that only 4.4 million U.S. citizens live abroad, and just 2.8 million of those are of voting age. Yet the DNC is aiming to register up to 9 million overseas voters, a number that conservative voices say doesn’t add up.
