Vought and Acting OPM Director Charles Ezell, stated.
Trump’s overwhelming re-election victory on November 5, 2024, served as a mandate from the American people to clean house. The memo makes this clear, stating, “This is the mandate of the American people.”
Under the new directive, federal agencies must prepare for mass layoffs and significant restructuring. “President Trump required that ‘Agency Heads shall promptly undertake preparations to initiate large-scale reductions in force (RIFs), consistent with applicable law.’ President Trump also directed that, no later than March 13, 2025, agencies develop Agency Reorganization Plans,” the memo further explains.
This move is designed to streamline government operations, cut waste, and ensure that only the most essential functions remain intact. Agencies must eliminate redundant positions, reduce managerial bloat, and end taxpayer-funded perks that have long benefited special interest groups rather than the American people.
The process unfolds in two phases. Phase 1 requires agencies to submit their initial plans by March 13, leading to immediate layoffs, office closures, and the elimination of unnecessary positions. Phase 2, due by April 14, will take the reforms even further, reshaping agencies with a more efficient structure and fewer bureaucratic layers.
By September 30, the administration expects the transformation to be complete, with agencies required to submit monthly progress reports to ensure compliance. The timeline outlined in the memo indicates that agencies must quickly identify “competitive areas” for RIFs, with a 30- to 60-day notice period before job cuts take effect. In some cases, waivers from OPM could accelerate the process, ensuring that dead weight is shed without unnecessary delays.
Certain government functions remain protected. The memo explicitly exempts positions tied to law enforcement, border security, national security, immigration enforcement, and public safety. Military personnel, federal uniformed service members, and presidentially appointed officials are also shielded from the cuts. Additionally, the Executive Office of the President and the U.S. Postal Service will not be affected.

Crucially, agencies that provide direct services to Americans—such as Social Security, Medicare, and veterans’ health care—cannot proceed with any restructuring until OMB and OPM certify that the changes will enhance, rather than hinder, service delivery.
However, leftist bureaucracies like the Environmental Protection Agency (EPA), the Department of Education, and various social welfare programs are expected to face some of the deepest cuts. These agencies, long accused of pushing radical agendas and wasting taxpayer money, are on the chopping block as the Trump administration moves to reclaim fiscal responsibility.
