A federal judge appointed by former President Joe Biden has blocked a key citizenship verification system that the Trump administration says was designed to help states identify potential noncitizens on voter rolls, setting up what could become one of the most consequential election-law battles before the 2026 midterm elections.
The ruling has already ignited fierce criticism from election integrity advocates, who argue that opponents of the system spent years claiming noncitizen voting was virtually nonexistent, only to fight aggressively in court when federal authorities created a tool capable of checking voter registration records on a large scale.
At the center of the dispute is the federal SAVE database, formally known as the Systematic Alien Verification for Entitlements program. The database has long existed as a way for government agencies to verify citizenship and immigration status. However, the Trump administration spent the last year modernizing the system and expanding its capabilities.
