During that time, U.S. officials came to suspect that she was involved in an intelligence-gathering effort linked to China’s civilian intelligence apparatus, raising alarms about potential foreign influence operations targeting local and emerging political figures.

Her strategy reportedly involved cultivating relationships with up-and-coming politicians through campaign activities, networking events, and fundraising efforts. In certain instances involving other officials, those connections allegedly extended beyond professional interactions into personal or romantic relationships, further intensifying concerns among investigators.

Fang’s connection to Swalwell dates back to his early political career when he served as a city council member in Dublin, California. She assisted with fundraising during his 2014 reelection campaign and was also involved in helping place an intern within his congressional office—moves that later drew scrutiny as the broader investigation unfolded.

The FBI initially launched its counterintelligence probe into Fang’s activities around 2011. By 2015, agents had provided Swalwell with what is known as a defensive briefing, alerting him to concerns about Fang and her possible ties to foreign intelligence operations. The investigation ultimately concluded without any criminal charges being filed against either Swalwell or Fang, and officials have consistently stated that Swalwell was not accused of wrongdoing.

Public awareness of the case surged in December 2020 following an investigation published by Axios, prompting the House Ethics Committee to open its own review in April 2021. That inquiry examined whether Swalwell had violated any House rules in connection with his interactions with Fang. After a two-year review, the committee formally closed the matter in May 2023, announcing that it would not pursue any further action.

Throughout the controversy, Swalwell has maintained that he acted appropriately and took immediate steps once informed by federal authorities. He has repeatedly stressed that he severed ties with Fang after the FBI briefing and has denied any improper conduct.

The timing of the FBI’s renewed document review is particularly notable as Swalwell remains engaged in a competitive race for California governor. While he has emerged as a leading Democratic contender in a crowded primary field, the state’s unique election system—where the top two vote-getters advance regardless of party—has created a volatile dynamic.

If Democratic support remains divided and current polling trends hold, there is a real possibility that two Republican candidates could secure the top spots, potentially shutting Democrats out of the final ballot entirely. That high-stakes backdrop ensures that any resurfacing of past controversies could carry significant political consequences in the weeks ahead.
