Frio County Texas Judge Rochelle Lozano Camacho was booked on Friday and charged with three counts of vote harvesting during her 2022 primary campaign.

The arrests stem from a lengthy investigation that began back in 2022, when Mary Moore—then a Democratic primary opponent—filed a formal complaint alleging election manipulation. She claimed Frio County Judge Rochelle Camacho had hired a long-time Democrat operative to traffic in fraudulent mail-in ballots and to physically drive voters to the polls—actions that appear to violate Texas election law.

According to Newsweek, Camacho’s scheme zeroed in on elderly residents in a Pearsall subdivision. One co-conspirator allegedly hid completed ballots under her shirt and rotated between multiple vehicles in an effort to dodge surveillance.

In May, Texas Attorney General Ken Paxton pulled the curtain back on the scandal when he announced six initial arrests. Among the early wave of those indicted were Judge Camacho herself, Pearsall city council members, and the Frio County elections administrator.

“The people of Texas deserve fair and honest elections, not backroom deals and political insiders rigging the system,” said Paxton. “Elected officials who think they can cheat to stay in power will be held accountable. No one is above the law.”

Paxton’s Election Integrity Unit and Frio County District Attorney Audrey Louis presented their case to a grand jury on May 1, 2025, resulting in a cascade of indictments. Among them:

  • Judge Rochelle Camacho: Three counts of vote harvesting
  • Carlos Segura, former elections administrator: One count of tampering with evidence
  • Ramiro Trevino and Racheal Garza, Pearsall City Council: Each face one count of vote harvesting
  • Adriann Ramirez, Pearsall ISD trustee: Three counts of vote harvesting
  • Rosa Rodriguez, alleged vote harvester: Two counts of vote harvesting

Most of those named in the early batch of arrests were booked on May 2, with the exception of Judge Camacho, who was reportedly facing health issues but later turned herself in. Camacho had campaigned under the banner of “Unity, Movement and Progression for Frio County”—but that message is now deeply tainted by allegations of widespread fraud.

This week’s new indictments include not just political insiders, but also candidates who had been aiming for higher office. The fact that these actions were allegedly coordinated among multiple layers of local government—from school boards to city councils to party leaders—paints a troubling picture of how far the rot may have spread in this small Texas county.

This scandal has intensified concerns over the security of elections in Democrat-controlled counties across Texas. What began as a complaint in a primary runoff has now ballooned into a full-blown criminal investigation implicating 15 individuals—and it’s not yet clear if this is the end of the story.

The Texas Attorney General’s Office has made it clear: more arrests could follow as the investigation continues.
