The voter fraud web in Frio County, Texas, just got wider—and far uglier. A bombshell development has rocked the South Texas political scene as nine more officials were indicted this past week in a growing ballot harvesting scandal, pushing the total number of indicted individuals to fifteen. And this isn’t some minor case—among those indicted are former mayors, school officials, commissioners, and a former Texas House candidate.
One of the most high-profile names on the list is Manuel Medina, the former Bexar County Democratic Party Chair and past San Antonio mayoral candidate. Medina, who currently chairs the Texas Tejano Democrats, was indicted on two counts of vote harvesting. Authorities say he was caught on recording plotting with a Frio County operative to collect illegal votes for Democrat candidate Cecilia Castellano, who herself has also been indicted on two counts related to the scheme.
The scandal reaches deep into the heart of Frio County’s local leadership. Among the nine newly indicted:
- Mary Ann Obregon, former mayor of Dilley, faces two counts of vote harvesting.
- Petra Davina Trevino, former mayor of Pearsall, is charged with one count.
- Inelda Rodriguez, a former Dilley councilwoman, faces three counts.
- Rachel Leal, Susanna Flores Carrizales, and Maricela Garcia Benavides, a Pearsall ISD board secretary, each face a single count.
- Raul Carrizales III, a current Frio County commissioner, is charged with one count of vote harvesting.
