The indictment accuses Fernandes Anderson of awarding a $13,000 bonus to a staffer, identified only as “Staff Member A,” who was also a relative. Prosecutors allege that Anderson conditioned the bonus on the staffer returning a substantial portion—approximately $7,000—directly to her in cash.
In a shocking twist, the transaction reportedly took place in a City Hall bathroom. Text messages included in the indictment paint a damning picture. On June 9, 2023, at 4:11 p.m., “Staff Member A texted FERNANDES ANDERSON, ‘Bathroom,’ to let FERNANDES ANDERSON know that Staff Member A was waiting in the bathroom to hand the $7,000 in cash to FERNANDES ANDERSON. Within seconds, FERNANDES ANDERSON texted Staff Member A, ‘Ready,’ to confirm that FERNANDES ANDERSON was ready to accept the $7,000 cash kickback from Staff Member A.”

Levy recounted, “When they met in that bathroom, Ms. Fernandes Anderson put $7,000 in her pocket. All of that money was funded by the taxpayers of Boston.”
In addition to the kickback scheme, Fernandes Anderson is accused of misusing her position to hire family members and manipulating City Council payroll orders to award inflated bonuses to her relatives. The indictment details that her relative received an outsized bonus exceeding the combined bonuses of other staffers, a move prosecutors describe as a blatant abuse of power.
Earlier this year, Fernandes Anderson was fined $5,000 by the Massachusetts State Ethics Commission for related violations, but it appears the penalty did little to deter her alleged misconduct.
Fernandes Anderson, who emigrated from Cape Verde at the age of 10 and previously lived in the U.S. as an illegal immigrant, had garnered attention for her historic election and activism. However, her political career has been marred by controversies and questionable decisions.
