“I think the staff at EPA are in a state of shock. Not because there’s an effort to downsize EPA, but because there’s an effort to smash EPA and to politicize the civil service in a way we’ve never seen before,” Whitehouse remarked.

Matthew Tejada, vice president of the Natural Resources Defense Council, echoed these concerns, revealing that EPA employees are reaching out in droves. “I think that the EPA, in 12 to 24 months, is a shadow of the agency that we know,” Tejada told Politico.

Meanwhile, the American Federation of Government Employees (AFGE) Local 704, which represents thousands of EPA workers in Chicago, reported a surge in retirements among senior staffers. According to union president Nicole Cantello, around 20% of the agency’s workforce is eligible for retirement—a statistic that could further exacerbate the staffing crisis.

Environmental Activist Groups Prepare for Battle

As EPA employees contemplate their next steps, many are eyeing opportunities with environmental advocacy organizations. Sam Sankar of Earthjustice noted an uptick in interest from individuals looking to transition into activism. Sankar highlighted the incoming administration’s priorities, stating, “The Trump administration, one of its stated priorities is to eliminate support for a clean energy transition… we are preparing to help support [efforts to counteract these policies].”

This alignment between departing EPA staff and activist groups signals the likelihood of intensified resistance to Trump’s environmental agenda. These organizations are already gearing up for legal battles and public campaigns to protect clean energy initiatives and climate policies.
