But just two weeks later, on July 2, 2021, Cook took out another mortgage—this time on a condo in Atlanta, Georgia. In that agreement, she again swore that the property would serve as her “primary residence” within 60 days and that she would continue living there for at least one year. Pulte’s referral makes clear that both of these sworn statements cannot be true at the same time.
The Atlanta condo raises even more red flags. Public records show the unit was listed for rent as early as September 2022, despite Cook’s legal promise to use it as her personal residence. If that weren’t troubling enough, Pulte pointed out that Cook failed to disclose any rental income from the property in her federal financial filings for 2022 and 2023.
“While the property was listed for rent in 2022, a review of Ms. Cook’s federal government financial disclosures for calendar years 2022 and 2023 indicate that she has not disclosed any rental income tied to this address,” Pulte wrote in his referral.
That omission could expose Cook to even more legal problems, including violations of federal ethics rules. At its core, Pulte says, this entire situation represents classic “occupancy fraud,” where borrowers lie about their living situation to cheat the system and gain lower interest rates.
Pulte has been sounding the alarm for weeks, repeatedly demanding accountability from both Cook and Federal Reserve Chair Jerome Powell. “How can Americans trust the Fed when one of its own governors is accused of mortgage fraud?” he asked, warning that the integrity of the nation’s financial system is at stake.
He has now formally referred Cook to the Justice Department for criminal prosecution. Whether Biden’s DOJ will take action remains to be seen, but Republicans are already demanding answers.
President Trump weighed in directly, blasting Cook’s conduct and calling for her immediate resignation. On Truth Social, Trump declared: “Cook must resign, now!!”
The scandal places the Biden administration in an awkward position, as Cook was appointed to the powerful Federal Reserve by Joe Biden himself. With growing evidence and a criminal referral now on record, the White House may soon be forced to address the controversy head-on.
For many conservatives, this case symbolizes the double standard that exists in Washington—where Democrats are shielded from accountability while everyday Americans would face swift consequences for the same crimes. The question now is whether the Department of Justice will enforce the law equally, or continue its pattern of political favoritism.
