Secretary of State Marco Rubio went straight to Capitol Hill this week to brief lawmakers on what the Trump administration is calling a decisive new strategy for Venezuela — one that follows the dramatic U.S. operation that resulted in the capture of longtime socialist strongman Nicolás Maduro.

After years of failed half-measures, the White House is signaling that the old rules are gone.
According to officials present at the briefing, Rubio and Defense Secretary Pete Hegseth outlined a three-stage plan designed to stabilize Venezuela, rebuild its shattered energy sector, and ultimately reshape its political future — all under strict U.S. oversight.
Phase One: Economic Control and Stabilization
Rubio explained that the first phase focuses on preventing Venezuela from spiraling into chaos after Maduro’s removal. The centerpiece is an aggressive oil quarantine that has already begun strangling the regime’s remaining revenue streams.
“We don’t want it descending into chaos,” Rubio told reporters after the classified briefing.
The strategy leaves Venezuela unable to export a single barrel of sanctioned crude without U.S. interception. American forces now have effective control over Venezuelan oil movements, with seizures already underway.
