A Conservative Vision
While conservatives have welcomed Vought’s appointment, Democrats are predictably upset. Vought played a key role in drafting Project 2025, a conservative manifesto seen as a roadmap for Trump’s second term. The document called for substantial cutbacks to Social Security and Medicare and proposed eliminating the Department of Homeland Security altogether.
Predictably, left-wing voters and lawmakers have attacked the manifesto, despite Trump’s efforts to distance himself from some of its more controversial elements. Nevertheless, the president’s decision to put Vought at the helm of DOGE signals his intent to implement a leaner, more efficient government.
Regulatory Reduction on the Horizon
One of Vought’s primary missions will be reducing regulatory overreach in compliance with Trump’s February executive order. This directive urged agency heads to revoke what it deemed “unlawful rules.”
In line with this push for efficiency, Vought is expected to revisit Schedule F, an executive order initially issued during Trump’s first term that removed employment protections for many high-level federal workers. Although the Biden administration halted the order, Trump reinstated it in January after returning to office.
Rescissions and Military Spending
Vought’s fiscal strategy also involves a $9.3 billion rescissions package aimed at reclaiming funds from various agencies, including the State Department, USAID, NPR, and PBS. Despite his drive for budget cuts, Vought’s stance on military spending has sparked some disagreement within his own party.
Secretary of Defense Pete Hegseth and other Republicans have expressed concerns that Vought’s plan would limit increases to military funding. Instead of raising the military budget through the usual process, Vought prefers using reconciliation—a move some GOP members worry could weaken long-term defense capabilities.
Vought has argued that his approach is necessary to curb excessive domestic spending. He has voiced his determination to resist efforts by Democrats to achieve “parity” between military and domestic expenditure increases.
A Tough Fiscal Path Forward
Vought’s original budget plan proposed slashing nondefense discretionary spending by $163 billion. Simultaneously, it suggested adding roughly $120 billion through reconciliation. Critics within the GOP worry that focusing solely on reconciliation for military funding might undercut U.S. defense readiness.
However, Vought remains steadfast in his vision. He insists that prioritizing military spending through reconciliation is more prudent than inflating the federal budget through conventional means. His mission to curb spending without compromising defense aligns with Trump’s broader goal of restoring fiscal responsibility while maintaining a strong national defense.
Conservative Victory or GOP Infighting?
As Vought takes over DOGE, he faces both support and skepticism from within his party. Conservative voters who support the government overhaul will likely applaud his leadership, while establishment Republicans may continue to question his military funding strategy.
What’s clear is that Vought’s appointment marks a pivotal moment in Trump’s effort to streamline government operations. Whether his plans will succeed—or spark further Republican discord—remains to be seen.
