A disturbing case out of Ontario is raising serious alarms about a foster care system that, once again, appears to have placed vulnerable children into the hands of individuals who never should have been approved. The tragic outcome has ignited outrage among citizens who believe government-run family services continue to fail the very children they claim to protect.
Two women from Burlington, Brandy Cooney and Becky Hamber, have been charged with first-degree murder, forcible confinement, assault with a weapon, and failing to provide the basic necessities of life after authorities uncovered the gruesome conditions two foster boys endured under their watch. Their foster arrangement lasted from 2017 to 2022 — a span of years that prosecutors now say was filled with cruelty, neglect, and escalating danger.
The most heartbreaking outcome was the death of a 12-year-old boy identified as L.L., whose physical condition was so deteriorated that witnesses said he resembled a child half his age. Paramedics found him soaked, unresponsive, and lying on a basement floor. He was rushed to a hospital but could not be revived.
