But instead of allowing the system to run its course, Senator Shaheen contacted TSA leadership to complain about her husband’s “enhanced screening.” That complaint effectively neutered the process.
By October, she had escalated her interference directly to TSA Administrator David Pekoske. Within days, her husband was placed on the “Secure Flight Exclusion List”—an internal status that shields individuals from standard and advanced screening methods.
A Two-Tiered System of Justice
On October 20, 2023, Assistant Administrator Nykamp, acting under Pekoske’s authority, issued a formal exemption for Billy Shaheen. The order specifically barred him from any inclusion on TSA watchlists, including the Quiet Skies and Silent Partner programs.
The favoritism didn’t stop there. The same exclusion list included a who’s who of Biden-friendly elites—foreign royals, political donors, celebrities, and journalists—shielding them from the very rules imposed on ordinary Americans.
Meanwhile, political outsiders like Tulsi Gabbard, a military veteran and former Congresswoman, were added to the Quiet Skies list without cause.
“This program should have been about the equal application of security, instead it was corrupted to be about political targeting. The Trump Administration will restore the integrity, privacy, and equal application of the law for all Americans, including aviation screening,” said Secretary Noem.
Program Terminated—but Not Forgotten
Following these discoveries, Secretary Noem shut down the entire Quiet Skies program—an operation that drained $200 million from taxpayers annually without preventing a single known terrorist attack.
But Noem isn’t stopping there.
“I am calling for a Congressional investigation to unearth further corruption at the expense of the American people and the undermining of US national security,” she declared.
