Judge Allegedly Engineered Escape Plot in Courthouse

The incident unfolded when Mexican national Eduardo Flores-Ruiz appeared in Dugan’s courtroom. When the judge discovered ICE agents were waiting to detain him, she allegedly became “visibly angry” and sprang into action to thwart the arrest.

Instead of cooperating, Dugan reportedly told the federal officers they needed a judicial warrant — a legal fiction in immigration cases — and ordered them to speak to the Chief Judge. While agents were diverted, she allegedly fast-tracked Flores-Ruiz’s case and personally guided him, along with his lawyer, through a private courthouse passageway normally reserved for jurors and inmates.

Outside the courtroom, chaos erupted. Agents spotted Flores-Ruiz by the courthouse flagpole. When they identified themselves, he bolted, setting off a foot chase through public streets. Agents eventually tackled and cuffed him after pursuing him “for the entire length of the courthouse,” ending near W. State Street and 10th Street.
