Just In: Illinois City Gives Cash Payments by Race

More than a million dollars in taxpayer-funded payments are once again being prepared for distribution in Evanston, Illinois, as the city continues advancing its controversial race-based reparations initiative. City officials recently confirmed that another round of checks will soon be issued exclusively to Black residents under a program that has drawn national attention—and mounting legal scrutiny.

According to reporting from the Chicago Tribune, Evanston’s Reparations Committee approved payments to 44 individuals, each receiving $25,000. That brings the total disbursement for this latest round to roughly $1.1 million. All recipients are descendants of individuals who meet the program’s eligibility criteria, which centers on alleged housing discrimination that occurred between 1919 and 1969.

City officials say the funds are not meant for general use, but instead are restricted to housing-related costs. Evanston’s communications and community engagement manager, Cynthia Vargas, explained that the payments are intended to assist with expenses tied directly to homeownership, mortgage payments, or housing improvements.

While supporters of the initiative frame the program as a moral obligation, critics argue the city’s finances tell a different story. As of January 31, the Reparations Fund had collected just $276,588 from Evanston’s real estate transfer tax—far short of the amount being paid out. The program is also partially funded by the city’s Cannabis Retailers Occupation Tax, though state law prevents officials from publicly disclosing how much revenue that tax generates.
