This marks a major shift in federal immigration strategy. As President Trump intensifies efforts to remove those in the country illegally, FEMA is stepping into a role typically reserved for border enforcement agencies.
Just last month, Trump declared that his administration would launch “the largest mass deportation operation of illegal aliens in history.” The message is clear: the gloves are off.
Nowhere is that clearer than in Florida.
Governor Ron DeSantis has wasted no time taking advantage of FEMA’s new initiative. On July 25, he confirmed that his administration is seeking FEMA reimbursement for a massive new detention facility in the heart of the Everglades.
Nicknamed “Alligator Alcatraz,” the facility is capable of detaining up to 3,000 illegal immigrants. Deportation flights have already begun from the site, with each aircraft carrying 100 individuals out of the country.
“Hundreds of illegals have been removed from here,” DeSantis stated from outside the facility. “This airport is able to accept commercial-sized aircraft, and both conduct day and nighttime operations. That’s what it’s all about. To be able to process and remove folks that are illegally in the state of Florida and the United States of America.”

While environmentalists and local officials in Collier County raised red flags over the facility’s location and rapid construction, DeSantis didn’t flinch.
“This is an existing airport. It’s an existing concrete. They’re not doing anything outside of a footprint they show, and they have a lot of great plans for how to handle everything that happens. And so that’s just not an issue,” he said during an appearance in Marco Island.
And Florida may be just the beginning.
Homeland Security Secretary Kristi Noem revealed on July 12 that her office is now working with at least five Republican-led states interested in replicating Florida’s model.
“We’ve had several other states that are actually using Alligator Alcatraz as a model for how they can partner with us as well,” Noem told reporters, though she declined to name which states are on board.
In a move that could fundamentally reshape federal disaster and immigration policy, Trump also floated the idea of scaling back FEMA’s role altogether once the current hurricane season wraps up.
“We want to wean off of FEMA, and we want to bring it down to the state level. … We’re moving it back to the states,” Trump told reporters from the Oval Office on June 10.
The message couldn’t be more clear: Washington is done waiting. States that want to act will now have the resources—and the blessing—to do so.
With deportation flights underway, detention centers expanding, and FEMA funds flowing, the Trump administration is rewriting the immigration playbook. And for sanctuary states and open-border advocates, the message is chilling.
This isn’t just policy—it’s a paradigm shift. And it’s happening fast.
