But officials say the financial discovery is only the surface of a much deeper deception.

Investigators allege that Rush fabricated an entire professional identity in order to obtain and maintain his position within the CIA. For nearly two decades, he reportedly claimed to be a graduate of the U.S. Air Force Test Pilot School and described himself as the director of test operations for a major 145-person joint Army and Navy weapons testing unit involving 18 aircraft.

None of it, according to investigators, appears to be true.

Military records reviewed by federal authorities reportedly show that Rush was never a pilot and never held any FAA licenses. In addition, registrars at both Clemson University and Rensselaer Polytechnic Institute confirmed to the FBI that there is no record of Rush ever attending either institution, despite his claims on federal employment documents.

Authorities further state that Rush’s actual military service consisted of enlisted duty in the U.S. Navy beginning in 1997, followed by reserve service and an honorable discharge in February 2015 at the rank of lieutenant—three ranks below the captain status he allegedly claimed while working for the government.

Even after leaving active military service, investigators say Rush continued to collect benefits tied to it. He allegedly billed the CIA for 744 hours of military leave, asserting he was still serving as a Navy captain through September 2025—years after his discharge.

Officials estimate that this portion of the scheme alone cost taxpayers approximately $77,000.

The financial trail reportedly becomes even more unusual beginning in late 2025, when Rush began requesting large amounts of foreign currency and gold bars from his agency.

From November through March, he allegedly justified these requests as “work-related expenses.”

When investigators reviewed those claims, they discovered that at least part of the requested funds had been moved near his office space, while the remainder was later recovered at his private residence.

On May 18, FBI agents executed a search warrant at Rush’s Virginia home and made the large-scale discovery of gold, cash, and luxury assets. Authorities say the sheer volume of valuables raised immediate concerns about long-term financial misconduct and abuse of federal authority.

The following day, Rush was taken into custody. A federal judge subsequently denied his request for release, citing the seriousness of the allegations and potential flight risk.

What has stunned many inside the intelligence community is not only the scale of the alleged fraud, but the fact that standard vetting systems reportedly failed to detect it for years.

Rush is said to have submitted falsified academic credentials on his SF-86 security clearance forms, the core document used to determine eligibility for access to classified information. Despite this, he repeatedly passed periodic reinvestigations required to maintain his Top Secret/SCI clearance.

Continuous monitoring systems designed to detect financial irregularities and credential inconsistencies also failed to raise red flags, according to early reports.

The case only came to light after CIA Director John Ratcliffe initiated an internal review that eventually uncovered inconsistencies and referred the matter to the FBI for criminal investigation.

Officials familiar with the inquiry say that without that internal escalation, the alleged scheme may have continued undetected for even longer.

For many observers, the case raises serious questions about oversight, accountability, and the reliability of internal security systems designed to protect the nation’s most sensitive institutions.

As one official summary bluntly put it, Rush is not in custody because the system caught him—but because someone at the top chose to act.

And for investigators now digging through the evidence, the case may only be beginning.
