Trump emphasized that the new policy would harden the nation’s power grid while bolstering military readiness. By entering long-term power purchase agreements with coal producers, the Pentagon aims to eliminate the risk of power disruptions at bases and other vital facilities.

In addition to the executive order, Trump announced a major financial commitment to modernize America’s coal infrastructure. The Department of Energy will allocate $175 million to upgrade six coal plants across Kentucky, North Carolina, Ohio, Virginia, and West Virginia.

According to the White House, the funding will be used to improve fuel storage capacity, update aging equipment, and enhance resilience against blackouts—ensuring these facilities can perform when Americans need them most.

Trump also injected humor into the event, joking that his administration has banned the word “coal” unless it is preceded by “beautiful” and “clean.” The Washington Coal Club leaned into the moment, presenting Trump with the Undisputed Champion of Beautiful Clean Coal award in recognition of his outspoken support for the industry.

The latest move builds upon an earlier executive order signed in April, which reopened federal lands for coal mining, rolled back permitting restrictions, and officially designated coal as a strategic mineral. That directive also tasked the Department of Energy with studying coal’s potential role in powering artificial intelligence data centers—an acknowledgment of the energy demands of next-generation technology.

Energy independence has remained a cornerstone of Trump’s second term agenda. On his first day back in office, he declared a National Energy Emergency, arguing that America’s reliance on foreign energy and unreliable power sources posed a direct threat to national security.

“We are making sure that our great military never goes dark,” Trump said. “We’re using America’s resources—our beautiful, clean coal—to keep the lights on, keep our factories running, and keep our people safe.”

The order marks a sharp departure from the Biden administration’s energy policies, which pushed aggressive emissions regulations and accelerated the transition away from coal. Trump has repeatedly condemned those policies as “job killers,” warning they left the nation vulnerable to blackouts and foreign energy dependence.

Administration officials estimate that Trump’s policies across both terms have prevented the closure of roughly 17 gigawatts of coal power capacity. New investments, they say, are already materializing in coal-producing states such as West Virginia, Wyoming, and North Dakota.

The Department of Energy summarized the initiative as a mission-critical effort to “ensure continuous, on-demand baseload power to critical defense and industrial facilities.”

Trump closed the event by returning to a theme that has defined his political career: American strength through American energy.

“We are going to make America energy dominant again. We are going to make America strong again. And yes, we are going to make America great again—with American energy.”
