The complaint states that Rios later sent five graphic videos allegedly depicting the sexual assault of a three-year-old child. Even more horrifying, authorities say Rios claimed the child’s own father participated in and facilitated the abuse. The recipient immediately reported the material to federal authorities, triggering an investigation by the Federal Bureau of Investigation.
According to federal officials, investigators were able to trace the X account back to an email address and phone number directly connected to Rios. After confirming his identity, an undercover FBI agent assumed the identity of the original recipient and continued communicating with him to gather further evidence.
During those exchanges, prosecutors say Rios made an appalling statement that underscored the depravity of the alleged crimes. He reportedly declared, “Kids are here to be used.” Authorities say Rios also claimed he possessed additional explicit material involving children.
As investigators dug deeper, they discovered a LinkedIn profile associated with Rios indicating that he was running for the District’s congressional seat. However, a review of official records showed that Rios was not listed as a certified candidate with the District of Columbia Board of Elections for the upcoming June 16 primary.
The U.S. Department of Justice formally announced the charges in a press release, confirming that a criminal complaint had been unsealed charging Rios with distribution of child pornography.
“Those who exploit children will find no refuge,” said Jeanine Pirro. “My office will pursue swift and decisive prosecution of anyone involved in the creation, possession, or distribution of child sexual abuse material.”
According to court documents, starting on Dec. 18, 2025, Rios exchanged messages with another user on X regarding a variety of topics including politics. Rios ultimately stated that he has a sexual interest in children. He further stated that he communicated with the father of a three-year-old boy who sent Rios videos depicting his sexual abuse of his son. Rios distributed five videos depicting the abuse of the three-year-old son. During the course of his communications, Rios stated, “Kids are here to be used.”
The announcement was made jointly with FBI Assistant Director in Charge Darren B. Cox of the Washington Field Office. Federal authorities confirmed that the case is being investigated by the FBI’s Child Exploitation and Human Trafficking Task Force and is being prosecuted by Assistant United States Attorney Janani Iyengar.
The case is also part of Project Safe Childhood, a nationwide Department of Justice initiative launched in 2006 to combat online child exploitation. The program coordinates federal, state, and local law enforcement efforts to identify predators, dismantle trafficking networks, and rescue victims from abuse.
The case against Rios remains pending. If convicted, he could face severe federal penalties. Authorities stress that the investigation is ongoing and encourage the public to report any suspected online exploitation immediately.
