Democrat Attorneys General Rush to Court

The decision immediately sparked outrage among Democratic leaders.

California Attorney General Rob Bonta, joined by attorneys general from the other four states, quickly filed a lawsuit against the Trump Administration. They asked the court for emergency intervention, claiming the funding freeze would cause severe disruption to social services.

Judge Subramanian sided with the states, at least temporarily, issuing a TRO that halts the administration’s action while legal challenges proceed.

Judge Orders Welfare Funds to Keep Flowing

The judge’s order specifically applies to three major federal welfare programs: the Child Care Development Fund, Temporary Assistance to Needy Families, and Social Services Block Grants.

According to Politico, the judge explained that the short-term pause was intended to give both parties time to more fully present their arguments.

California Stands to Gain the Most

Among the five states involved, California is by far the biggest beneficiary of the contested funding.

Reports indicate the state is positioned to receive roughly half of the $10 billion targeted by the Trump Administration. That massive share has drawn renewed scrutiny over how the funds are used and whether adequate safeguards exist to prevent abuse.

The administration has also demanded extensive documentation from the states detailing how welfare programs are administered, how eligibility is verified, and how funds are tracked.

Democrats Deny Fraud Claims

Democratic officials have aggressively pushed back against the fraud allegations.

Politico noted that critics accuse the Trump Administration of making claims “without evidence,” arguing that the funding freeze is politically motivated rather than based on documented wrongdoing.

“The attempt to withhold the funds was in response to what the Trump Administration has alleged without evidence is widespread fraud and waste in the states’ welfare programs.”

Administration officials counter that the request for detailed records is precisely aimed at establishing accountability and uncovering whether improper payments are occurring.
