And he wasn’t finished.

“Joe Biden allowed tens of millions of illegals to pour into our country through open borders, including a suspected terrorist who Pennsylvania then allowed to get behind the wheel of a semitruck,” he said. “I will continue to fight to get these dangerous drivers off our roads to protect American families and support our national security.”

Following Bozorov’s arrest, the Federal Motor Carrier Safety Administration (FMCSA) launched a sweeping review of Pennsylvania’s commercial license system. Their findings were nothing short of a bureaucratic meltdown. The agency reported “numerous failures,” including allowing CDL expiration dates to extend beyond a migrant’s authorized stay and failing to vet immigration status before granting a license.

The remedy from Washington was blunt. Pennsylvania must immediately freeze all new or upgraded CDLs, comb through past issuances, and strip road privileges from anyone who does not meet federal requirements — or prepare to lose its federal highway money.

The state insisted it did nothing wrong. PennDOT spokesperson Alexis Campbell told the Daily Caller that Pennsylvania halted non-domiciled CDL issuances immediately after FMCSA’s September 29 policy update.

“Following the release of the Federal Motor Carrier Safety Association’s (FMCSA) Interim Final Rule on September 29, 2025, PennDOT immediately paused issuing all non-domiciled commercial driver’s licenses (CDLs),” Campbell said.

Campbell also pushed back on accusations of improper licensing.

“PennDOT fully cooperated with FMCSA’s regularly-scheduled audit – and out of 150 cases the federal government audited, FMSCA did not identify a single commercial driver’s license issued to someone who was not eligible.”

She added that all CDL applicants “must have their legal presence in this country verified through the federal Systematic Alien Verification for Entitlements (SAVE) database,” and said the department will respond to the federal notice “within the required timeline.”

This showdown is just the latest front in the Trump administration’s ongoing effort to purge unqualified foreign nationals from commercial trucking — a push that began after a series of deadly accidents involving illegal migrants driving big rigs.

The administration’s emergency rulemaking earlier this year tightened requirements so non-citizens must clear federal immigration checks and hold valid work visas before receiving a CDL. Green card holders, as usual, are largely exempt. But migrant-rights groups and left-leaning labor organizations immediately sued, claiming the standards discriminate against foreign workers. A federal appeals court temporarily paused enforcement while the case continues.

Pennsylvania may not be the only state facing a financial hammer. The DOT already clawed back $40 million from California for ignoring English-proficiency and immigration-status rules and issuing more than 17,000 questionable CDLs. Regulators warned the state may lose another $160 million if it refuses to comply.

For Pennsylvania, the message from Washington is clear: clean up the licensing system or get ready for the financial ax.

And with a suspected terrorist already slipping through the cracks, the political fallout is only just beginning.
