This funding is set to address the immediate needs of Ukraine’s refugees, internally displaced persons, and other communities severely impacted by the conflict. USAID plans to channel these funds into expanding essential services such as food assistance, health services, shelter, and hygiene facilities across Ukraine, reaching millions in need.

USAID also emphasized the broader scope of the assistance: “The assistance also includes support for comprehensive protection activities, including case management and psychosocial support services, as well as agriculture and livelihoods assistance to enable families to restore income and meet their basic needs.”

In a noteworthy expansion of support, Vice President Harris disclosed that the U.S. Congress, in coordination with the State Department, will provide an additional $300 million in civilian security assistance. This funding aims to supply life-saving equipment to Ukrainian border guards and law enforcement, bolstering their efforts on the front lines of the conflict.

Since the onset of hostilities, the U.S. has contributed nearly $1.5 billion specifically towards enhancing Ukraine’s energy sector. These funds have been crucial in enabling the country to maintain a steady supply of clean and reliable energy amidst wartime challenges.

Vice President Harris and National Security Adviser Jake Sullivan represented President Joe Biden at the summit. President Biden had just concluded his participation at the G7 summit in Italy and was returning to the U.S. for a reelection campaign fundraiser. He previously met with President Zelenskyy at the G7 summit to sign a U.S.–Ukraine bilateral security agreement and also in France, commemorating the 80th anniversary of the World War Two D-Day invasion.

Jake Sullivan is set to remain at the summit until June 16, focusing on key initiatives including the repatriation of Ukrainian children from Russia and strengthening energy security.
