A shocking directive from a senior USAID official has ignited a national firestorm, setting the stage for another fierce legal showdown. The email, obtained by Politico, details an urgent order for staff to gather at the agency’s former headquarters on Tuesday to destroy remaining documents—either by shredding or burning them.
USAID’s acting executive secretary, Erica Carr, explicitly instructed employees to meet at the RRB 14th Street Lobby to “shred as many documents first, and reserve the burn bags for when the shredder becomes unavailable or needs a break.”

Carr’s email also ordered that burn bags be labeled with the words “SECRET” and “USAID/B/IO/” in dark Sharpie, if possible. Staff were further advised not to overfill the burn bags and to seal them shut with staples.
