The Department of Justice has revealed, in a startling development, that Miami, Florida resident Victor Manuel Rocha faces charges of serving as a covert agent for the Cuban government for almost forty years. As an employee of the US Department of State, Rocha is said to have started collecting intelligence for Cuba in 1981. He deliberately sought jobs that would provide him access to secret material, according to the prosecution, with the express purpose of giving that information to Cuba. Rocha was reportedly duped by an FBI agent who pretended to be a Cuban intelligence operative and claimed to be his new contact. Through electronic contacts, the suspect allegedly informed the agent that he had spent “40 years” working for the foreign intelligence organization known as the “Dirección.” According to reports, Rocha identified as a supporter of Cuba and referred to the US as “the enemy.”
Rocha, who is originally from Colombia, became a naturalized citizen of the US in 1978 and started working for the US government in 1981, according to court records made public by the DOJ. Making use of his newfound knowledge, he supported Cuban intelligence. Rocha worked at a number of US embassies from 1982 to 1994.
Rocha worked her way up to the position of US National Security Council’s director of inter-American relations. Remarkably, he worked directly with Cuban authorities while purporting to speak for the United States. Surprisingly, Rocha never revealed his dual identity to anybody throughout his extensive time employed by the US government.
