Phelan’s memo makes his priorities crystal clear: “The Department of the Navy must ensure public affairs resources are aligned to warfighting readiness, standards and discipline, and rapid decision-making.”

In plain terms, that means the days of cushy Pentagon jobs are over. From now on, public affairs positions will be military-led, with civilian hires needing approval from CHINFO or the Marine Corps Communications Directorate.

As the memo bluntly states: “Civilian public affairs billets in headquarters, staff support, and non-operational environments shall be reduced or eliminated.”

So what triggered this massive overhaul? A damning internal review revealed just how bloated and inefficient Navy communications had become.

The study uncovered duplicate jobs, overlapping responsibilities, and messaging chaos across commands. Instead of working as a team, civilians and contractors were stepping over each other – all while racking up millions in taxpayer-funded salaries.

The review also made it clear that some of these jobs won’t disappear entirely – they’ll simply be reassigned to active-duty or reserve Public Affairs Officers. That means communications will be put back where it belongs: under the control of uniformed leaders.

This move fits perfectly with the Trump administration’s larger push to restore focus on the military’s core mission – fighting and winning wars.

Phelan’s directive even calls on Navy leadership to “document projected cost savings and assess opportunities to reinvest in fleet support and uniformed public affairs capacity.”

Translation: every dollar saved by cutting redundant civilian jobs will be pumped directly back into the fleet and into the hands of sailors and Marines.

A Navy official explained it best: “The memo was signed with the intent to make a more lethal and agile force, placing the most capable people in the right positions to support the warfighter. It seeks to prioritize warfighting readiness, reinforce standards and discipline, as well as accelerate decision-making.”

That’s the language of a real military, not of a bloated bureaucracy.

The Marine Corps isn’t included in this round of cuts since they’re undergoing their own review, but every branch of the military is watching closely.

For far too long, the Pentagon has been overflowing with civilians collecting paychecks while doing jobs that belong to soldiers, sailors, and Marines. Many of these contractors come with their own agendas and political leanings – priorities that don’t always line up with national defense.

Phelan’s decision sends a strong message: the Navy belongs to sailors and Marines, not to political insiders.

And that’s exactly what Americans expect. If taxpayers are funding the most powerful Navy in the world, they want those dollars spent on warfighters – not bureaucrats.
