The Biden-Harris administration has paused a key immigration program following a shocking report from the U.S. Citizenship and Immigration Services (USCIS) that revealed widespread fraud. The program, which allowed immigrants from Cuba, Haiti, Nicaragua, and Venezuela to enter the U.S. under special parole conditions, has been put on hold due to fears of systemic abuse and fraudulent activity.
According to the Federation for American Immigration Reform (FAIR), the USCIS conducted an investigation into the program, known as CHNV, which flagged numerous cases of fraud. The findings were alarming: fake Social Security Numbers (SSNs), including those of deceased individuals, were frequently used by sponsors to support immigrant applications. In one staggering example, 24 of the top 1,000 SSNs used by sponsors belonged to dead people.

Even more brazenly, some sponsors resorted to using obviously fake SSNs, such as ‘111111111’ or ‘123456789,’ showing a clear disregard for the immigration process. FAIR’s report also highlighted that multiple applications repeatedly listed the same phone numbers and addresses, raising further red flags about the integrity of the process.
One of the most concerning discoveries was that 100 addresses were used on over 19,000 applications, with many of these locations being a mobile home park, a warehouse, or even a storage unit. This clear abuse of the system suggests that many sponsors were not providing legitimate residential addresses but were instead fabricating data to meet the program’s requirements.
