Emails reviewed by the FBI show Nellie Ohr actively passed Fusion research to her husband, Bruce, who then funneled it into the DOJ pipeline. The FBI detected textual overlaps between her reports and federal investigative documents—indicating that her fingerprints were all over the materials used to justify the collusion narrative.
She also, according to the memo, met with Steele alongside her husband on July 30, 2016—an encounter that centered on alleged misconduct by Trump campaign advisor Carter Page. These conversations were promptly relayed to the FBI, further illustrating her operational involvement.
The FBI’s internal review stated there was “probable cause to believe that Bruce and Nellie did communicate with each other about their respective activity in furtherance of the Russia-collusion investigations and/or narrative.” The lines between professional research and official DOJ action had clearly blurred, with the Ohr household appearing to serve as a direct conduit from Clinton-funded narratives to the FBI’s investigative efforts.
Adding insult to injury, Nellie Ohr has never faced legal repercussions. In 2019, then-Rep. Mark Meadows (R-NC) formally referred her for criminal prosecution over false statements. Yet the DOJ did nothing.
“By lying to Congress, Nellie Ohr showed contempt for congressional oversight and the American people. What’s more, the FBI and DOJ’s failure to hold Ohr accountable for appearing to commit multiple felonies and its obstructive conduct against agents that sought additional information reveals the agencies’ deeply disturbing political bias,” Grassley said. “Ohr never suffered consequences for advancing the phony Trump-Russia narrative and attempting to cover up her involvement in the hoax.”
The memo also reveals that the FBI had reason to believe Fusion GPS wasn’t the only Clinton-connected channel feeding disinformation into federal agencies. Another so-called dossier—this one crafted by long-time Clinton associate Cody Shearer—was routed through Steele to a State Department official, who then delivered it to the FBI. The agency itself labeled that memo “obviously fictitious.”
“The DOJ’s inaction on Nellie Ohr’s criminal referral – despite the obviously incriminating evidence provided in the FBI’s own analysis – undermines public trust in the rule of law. I applaud Director Patel, Attorney General Bondi and Deputy Attorney General Blanche for cooperating with my request to declassify this information, which is in the public’s interest, and chart a new course for transparency and accountability at the FBI and DOJ,” Grassley added.
Bruce Ohr resigned from the Justice Department in 2020 after facing disciplinary action linked to the scandal. But many now argue that accountability has been scarce—unless your last name is Trump.
With this memo now public, the pieces of the puzzle are becoming clearer. The Clinton campaign wasn’t simply adjacent to the Russia collusion scandal—they were at its heart.
