Federal prosecutors say four Minnesota men have admitted to orchestrating a massive Medicaid fraud scheme that siphoned more than $2.2 million from a taxpayer-funded program intended to help some of the state’s most vulnerable residents.
According to the U.S. Department of Justice, Moktar Hassan Aden, 31, Mustafa Dayib Ali, 29, Khalid Ahmed Dayib, 26, and Abdifitah Mohamud Mohamed, 27, pleaded guilty after investigators uncovered an elaborate operation involving fraudulent billing, fabricated client records, and even artificial intelligence tools allegedly used to conceal the scheme once insurance companies began asking questions.
Authorities say the defendants established Brilliant Minds Services LLC, operating out of the Griggs-Midway Building in St. Paul, before enrolling the company as a provider in Minnesota’s Housing Stabilization Services (HSS) Medicaid program.
