Duffy Exposes FAA’s 4-Year FAILURE

Transportation Secretary Sean Duffy’s team ultimately moved the problematic radio equipment and tested the new setup.

But the episode is certain to fuel questions about why the underlying communications problem was not corrected sooner.

Marine One Couldn’t Reach the Tower

According to the account of the incident, Marine One was preparing to depart from the Ellipse when its crew attempted to contact Reagan National’s air traffic control tower.

The presidential helicopter crew needed to provide advance notice of its departure.

Their first radio transmission apparently never reached controllers.

The second attempt wasn’t much better.

The NTSB preliminary report described that transmission as “broken and completely unreadable.”

That left the Marine One crew searching for another way to get its departure warning to air traffic controllers.

The crew attempted to send the message through the helicopter facility at Joint Base Anacostia-Bolling.

That effort also failed to get the warning where it needed to go.

The consequences quickly became apparent.

Without receiving Marine One’s warning, controllers at Reagan National continued handling departing commercial traffic.

Envoy Air Flight 3742, headed for Pensacola, Florida, was cleared to depart Runway 1.

At roughly the same time, Marine One was leaving the Ellipse.

The FAA’s preliminary calculations reportedly put the aircraft approximately 0.82 nautical miles apart horizontally and roughly 700 feet apart vertically at their closest point.

The required lateral separation in that airspace was reportedly 1.5 nautical miles.

Inside the Envoy cockpit, the aircraft’s traffic collision avoidance system sounded an alert: “Traffic, Traffic”

The commercial pilots reportedly couldn’t visually locate Marine One, although the presidential helicopter appeared on their cockpit traffic display below and to their right.

Marine One eventually gained enough altitude to establish radio communication with the tower.

Fortunately, neither aircraft was damaged and both flights continued safely.

But investigators were left with an obvious question: How could communications involving the president’s helicopter fail at such a critical moment?

Officials Had Discussed the Problem Days Earlier

Perhaps the most alarming part of the episode is that unreliable communications were not a complete surprise.

Just days earlier, on July 30, Marine Helicopter Squadron One and Reagan National tower personnel reportedly met to discuss communications.

HMX-1 personnel said radio contact had been “spotty.”

Controllers, meanwhile, raised concerns that Marine One crews had not consistently provided the expected three-minute notification before departure.

A backup procedure was discussed.

If Marine One could not establish direct communication, another aircraft could relay the message.

That procedure should have provided another layer of protection.

Yet when the presidential helicopter needed that backup on August 4, the warning still failed to reach controllers.

Aviation safety expert Jeff Guzzetti summarized the problem:

“Even though they were aware of some previous communications issues, they never got at the root cause.”

That root cause would soon become much clearer.

Investigators Find the Radio Problem

FAA technicians examining the communications failure discovered a physical problem with the system.

Marine One operations had shifted to the Ellipse because of White House construction.

But radio equipment serving the area was located in a nearby residential neighborhood, creating a line-of-sight problem with the helicopter’s operating position.

In other words, officials had been dealing with unreliable communications without fully identifying why the signal was unreliable.

After the August 4 incident, the equipment was relocated to the top of Reagan National’s control tower.

Tests involving two Marine One aircraft reportedly found no deficiencies after the move.

That relatively straightforward fix raises an uncomfortable question for the federal aviation bureaucracy: Why did it take a potentially dangerous encounter involving the president’s helicopter to identify and correct the underlying problem?

Duffy Moves to Correct the Breakdown

Duffy publicly addressed the communications failure and said his department was working alongside the FAA and White House Marine One personnel.

The equipment was subsequently moved and tested.

For critics of the previous administration’s management of the FAA, the episode will likely become another example of what they view as a bureaucracy that too often reacts to danger rather than preventing it.

The communications failure is particularly sensitive because Reagan National has already faced intense scrutiny over traffic conflicts involving helicopters and commercial aircraft.

That scrutiny exploded following the catastrophic collision between an Army Black Hawk helicopter and an American Airlines regional jet over the Potomac River.

All 67 people aboard the two aircraft were killed.

The tragedy prompted investigators and lawmakers to examine aviation practices around one of America’s most complicated pieces of airspace.

Investigators have also examined thousands of events involving potentially dangerous aircraft proximity around Reagan National during the years preceding the disaster.

Against that backdrop, the Marine One episode takes on even greater significance.

This wasn’t simply an inconvenient radio call.

The president’s helicopter was unable to reliably communicate its departure while a passenger aircraft was being cleared into nearby airspace.

Multiple attempts to transmit the necessary warning failed.

Officials had already been told communications were unreliable.

Yet the underlying technical cause apparently remained unresolved until after the August 4 encounter.

The good news is that the system was changed and subsequent tests reportedly found no problems.

The bad news is that it took a close encounter involving Marine One to force the issue into the spotlight.

Duffy inherited an aviation system already facing enormous questions about safety around Washington.

Now his department has another lesson to take from the incident: when pilots report that critical communications are “spotty,” identifying the reason cannot wait for the next close call.

This time, both aircraft landed safely.

Washington cannot count on being that fortunate every time.
