Authorities say the confrontation began over something relatively minor.
According to investigators, a 61-year-old beachgoer approached Basin and asked him to lower the volume of his music.
What followed quickly escalated beyond a simple disagreement.
Police allege that Basin responded by making threats against the man and suggesting he had access to a firearm. Investigators also say he threatened to shoot the man’s wife, turning an ordinary beach dispute into a frightening encounter for those nearby.
As tensions grew, another individual reportedly stepped in to intervene.
The confrontation soon became physical, ending when Basin was struck with a punch that knocked him to the ground. The dramatic moment was captured on video and rapidly spread across social media, where it has been viewed and shared by thousands of users.
Witnesses say the confrontation did not end there.
Police allege that after the fight, Basin armed himself with a knife and continued threatening multiple people at the beach before throwing the weapon into the ocean.
Investigators later recovered the knife during their response.
Footage of the incident was widely shared online, including posts from the social media accounts HHHNewz and MaileMalia369, fueling even greater public attention surrounding the candidate’s latest arrest.
The beach confrontation is only the newest chapter in what has become a growing list of legal troubles involving Basin.
Earlier this year, Maui police arrested him after an incident inside a county government building in Wailuku.
Authorities alleged that Basin entered the building while carrying a firearm and became involved in a heated confrontation with county employees.
The incident prompted an immediate law enforcement response.
Police officers reportedly arrived within minutes, placed portions of the government building under lockdown, and later located and arrested Basin in Kihei.
Following that case, he was arrested on suspicion of first-degree terroristic threatening.
“The Maui Police Department will not compromise public safety, and incidents of this nature are taken extremely seriously in Maui County,” said Chief John Pelletier. “I am extremely proud of the quick response and professionalism displayed by our personnel, which helped ensure a peaceful resolution.”
The May arrest reportedly came just days after another confrontation involving Basin.
According to reports, he attended a South Maui town hall meeting where officials say he became involved in a verbal dispute with Maui County Council member Thomas Cook and members of his staff.
The meeting ultimately ended with Basin being escorted from the event.
Cook later described the encounter in blunt terms.
According to Cook, Basin “became aggressive and confrontational” and “threatened violence against the police” and a council ambassador.
Only two days later, authorities responded to the county office incident involving the alleged firearm.
Reports at the time stated that Basin had “brandished a weapon in a county office building in a confrontation with county employees.”
The repeated confrontations have prompted additional legal action beyond criminal investigations.
Multiple individuals have reportedly sought temporary restraining orders against Basin, including Cook, who has publicly expressed concerns about his personal safety as well as the safety of those working in his office.
Police records also indicate Basin has been arrested in several additional incidents involving allegations of assault and property damage since May, adding to mounting concerns surrounding his conduct during the congressional campaign.
Basin is represented by attorneys Myles Breiner and Brandon Segal.
Breiner said the case remains under review by the Maui Prosecutor’s Office and declined to provide further comment.
The controversy has also drawn a response from within Basin’s own party.
Rep. Jill Tokuda, the Democratic incumbent whose seat Basin hopes to win, strongly condemned the latest incident.
“Violence has no place in our communities or in public service. Anyone holding or seeking office, at any level of government, should be held to a higher standard. Our communities deserve leaders who bring people together, not those who contribute to further division or violence.”
The statement stands in sharp contrast to the platform Basin has promoted throughout his campaign.
His campaign materials describe him as a candidate focused on housing affordability, economic opportunity, climate resilience, government accountability, and public safety.
The latest arrest, however, is likely to overshadow those campaign priorities as voters weigh a growing list of police reports, restraining orders, and public confrontations.
For Republicans, the viral beach video is already being cited as another example of troubling behavior by a Democratic candidate seeking public office.
The footage, combined with Basin’s legal history, is expected to remain part of the political conversation as Hawaii’s Democratic primary approaches.
Basin’s name remains on the Democratic primary ballot, leaving voters to decide whether the growing list of allegations and the widely circulated beach confrontation should influence their decision at the ballot box.
