“This video shows an Orange County election worker scanning a batch of ballots three times, but only saving the batch once,” the statement read. The explanation pointed out that the batch report printed only after the third scan, indicating that the first two scans were not saved. This procedure was followed due to ballots being rejected during the initial scans, likely requiring the scanner to be cleaned before the batch could be successfully processed.

Rigorous Audits and Quality Checks

The Registrar’s office further detailed the rigorous quality control measures in place to ensure ballots are counted accurately.

“Other Orange County election workers later quality-checked the batch of ballots in this video two additional times, making sure the ballots in the batch match the information printed on the report,” they stated. “We do not upload any batch of ballots into the tally until these two reviews are completed.”

Additionally, the office highlighted its comprehensive auditing process. Before certifying the election results, teams hand-counted ballots from 23 randomly selected precincts, later expanding the audit to cover all 171 contests on the ballot. Approximately 40,000 ballots were hand-counted to verify the machine tally’s accuracy.
