The testimony outlines a deliberate effort by Obama-era officials to coerce analysts into endorsing a false storyline — not based on evidence, but on politics. The whistleblower made it clear: pressure came not because of new intelligence, but because his bosses wanted to push a narrative.
“I expressed tradecraft concerns and analytic disagreement with [my supervisor] over a key judgement in the TS//SCI and unclassified versions of the 2017 ICA,” he stated.
He resisted attempts to frame Russia’s activity as trying to influence the election rather than simply undermine trust in the outcome.
The officer “objected to overall framing of Russian activities as ‘efforts to influence,’ as opposed to discredit the outcome of, the 2016 election.”²
This wasn’t just a bureaucratic squabble — this was the foundation of the Trump-Russia hoax. When he pushed back, the true motivations of his superiors were exposed.
The supervisor “actively pressured me to change my judgements, and stated clearly and directly to me that [he] sought my concurrence as a means to persuade the Defense Intelligence Agency (DIA), so that DIA would provide their concurrence with the analytic assessments of the 2017 ICA.”³
Shockingly, despite being the lead analyst on election interference for the 2016 assessment, the whistleblower was suddenly cut out of all follow-up work.
“Other than [my supervisor], the ‘team’ crafting the post-election ICA did not engage with me despite my role as lead for the IC’s coordinated assessment of the topic in the 2016 ICA only a few months prior,” he revealed.⁴
The sidelining was systematic — and intentional.
Perhaps the most damning part of this entire saga? The role of the Steele Dossier — the discredited Clinton-funded opposition research.
For years, officials swore it wasn’t a factor in the intelligence community’s assessments. That lie collapsed when the whistleblower received a startling email.
“[T]he dossier was a factor in the 2017 ICA on the election interference in which an assessment of the document was added as an annex.”⁵
That revelation blindsided him.
“That the prior-DNI Clapper viewed the ‘Steele Dossier’ material as untrustworthy, and I had believed it played no role in the 2017 ICA.”⁶
The truth? He and other deputies were systematically kept in the dark.
“It seemed that [my supervisor] (and other NIO) had been actively misleading me, and potentially other NIC deputies, for several years.”⁷
When he raised the issue, he was brushed off.
“It is routine that we get material and don’t share it with everyone—and it’s not a matter of a particular clearance.”⁸
Then came retaliation. He was removed from classified communications with no explanation.
This isn’t just a case of internal dysfunction — it’s a cover-up of epic proportions. The whistleblower tried going through official channels, even reaching out to the Intelligence Community Inspector General in hopes of aiding Special Counsel John Durham.
But what he learned was chilling.
“The IC IG lacked a mechanism or authority to convey potentially relevant whistleblower information, regarding potential criminal activity, to the Department of Justice (DOJ) Special Counsel.”⁹
They admitted he had critical evidence relevant to Durham’s criminal probes — and still did nothing.
“I was never asked to interview, or to attest to any of the events, or for a more detailed description of my concerns.”¹⁰
Worse yet, he says his official records are being quietly scrubbed from ODNI systems — raising fears of evidence destruction.
Former President Donald Trump is now demanding heads roll.
Gabbard has already turned the whistleblower’s statement over to the Department of Justice, which has confirmed receipt. A special “strike force” is reportedly reviewing whether criminal charges are warranted.¹¹
Trump didn’t mince words in his Truth Social post:
“Obama himself manufactured the Russia, Russia, Russia HOAX. Crooked Hillary, Sleepy Joe, and numerous others participated in this, THE CRIME OF THE CENTURY!”
White House Press Secretary Karoline Leavitt echoed his demand for accountability.
“He wants to see all those who perpetuated this fraud against our country, who betrayed our country and the Constitution to be thoroughly investigated and held accountable.”¹²
