In what critics are calling a calculated maneuver, the Biden administration has finalized a sweeping telework agreement for 42,000 Social Security Administration (SSA) employees, ensuring remote work protections through 2029. The move comes as the administration prepares to hand over power to an incoming Trump-led government, which has explicitly promised to overhaul federal work policies.
The agreement, negotiated with the American Federation of Government Employees (AFGE), solidifies existing remote work policies and limits management’s ability to impose stricter in-office requirements. Outgoing SSA Commissioner Martin O’Malley authorized the deal, framing it as essential for employee retention and public service.

“This will secure not just telework for SSA employees, but also staffing levels through prevention of higher attrition, which in turn will secure the agency’s ability to serve the public,” said Rich Couture, president of the AFGE chapter representing SSA employees.
