US District Judge Amir Ali handed down the ruling after the Supreme Court, in a narrow 5-4 decision, refused to lift Ali’s previous order. The ruling mandates that Trump officials process payments related to foreign aid contracts, a move that has sparked outrage among conservative justices.

The Supreme Court’s rejection of Trump’s request to freeze the payments was met with fierce dissent from Justices Samuel Alito, Clarence Thomas, Neil Gorsuch, and Brett Kavanaugh.
