According to a statement from U.S. Attorney Breon Peace, Sun is alleged to have used her role in New York’s Executive Chamber to serve as an undisclosed agent for the Chinese Communist Party. Peace stated, “As alleged, while appearing to serve the people of New York as Deputy Chief of Staff within the New York State Executive Chamber, the defendant and her husband actually worked to further the interests of the Chinese government and the CCP.”

The charges go beyond just violating FARA. Sun is accused of visa fraud, alien smuggling, and conspiring to launder millions of dollars. Her husband, Christopher Hu, is facing additional charges of conspiracy to commit bank fraud and the misuse of identification.

The indictment alleges that Sun, while holding positions in multiple New York state agencies, was actively working on behalf of the CCP. She reportedly used her influence to block representatives of the Taiwanese government from gaining access to high-level New York officials and manipulated state officers’ messaging on issues important to the CCP.

Sun’s clandestine actions were allegedly rewarded by Chinese officials through various forms of compensation, including travel perks, business promotions for close associates, and even luxury items. Among the most extravagant gifts reportedly given to Sun’s family were Nanjing-style salted ducks prepared by a personal chef of a CCP official.

While serving in Governor Hochul’s administration, Sun reportedly took part in a number of schemes aimed at advancing CCP interests. These actions included organizing meetings between New York state officials and Chinese delegations, obtaining proclamations for CCP representatives, and facilitating unauthorized travel for Chinese officials into the United States. These activities, which directly violated internal government rules, were concealed from New York state authorities.

The couple is also accused of laundering the financial benefits they received through this covert operation. Federal prosecutors claim that Sun and Hu used the proceeds of their illegal activities to purchase multiple properties, including a $4.1 million home in Manhasset, New York, and a $2.1 million condominium in Honolulu, Hawaii. Additionally, they allegedly purchased luxury vehicles, such as a 2024 Ferrari, using funds obtained through their covert dealings with the Chinese government.

Hu, who owns a high-end liquor store in Flushing, Queens, is also accused of laundering money through bank accounts opened under the name of a close relative. Prosecutors allege that Hu used his relative’s driver’s license to unlawfully open these accounts, which were used exclusively for his personal financial gain.

The charges against Linda Sun and her husband are part of a broader investigation into foreign interference in U.S. politics. As FBI Acting Assistant Director Christie M. Curtis stated, “The FBI is committed to protecting the American people from any threat actors who seek to influence officials at the direction of foreign entities.”

Thomas M. Fattorusso, Special Agent in Charge of IRS Criminal Investigation, added, “Sun is alleged to be an undisclosed agent of the PRC and CCP, using Chinese money and her influence within the state of New York to benefit the Chinese government.”
