Veteran Confronted Over “Offensive Speech”

A confrontation between Christian street preachers and police officers at a Pride festival in Fort Worth, Texas, is fueling a nationwide debate over free speech, religious liberty, and whether government officials can restrict constitutionally protected expression simply because someone claims to be offended.

The incident, first brought to public attention by investigative reporter Sarah Fields, has quickly gone viral after video footage appeared to show Fort Worth police officers warning Christian evangelists that they could receive citations if attendees considered their message offensive. The exchange has reignited concerns among First Amendment advocates who argue that offensive speech is precisely the type of expression the Constitution was designed to protect.

The confrontation unfolded during the June 27 Trinity Pride Fest in downtown Fort Worth. Christian street preachers David Grisham, a retired police officer, and Richard Penkoski were preaching on public property near the event when officers approached them. Police had established barricades around portions of the festival, limiting access to nearby public streets and sidewalks. Officers instructed the men to move farther away and warned them about potential violations.
