The criminal charges filed in the case include aggravated identity theft, theft of government funds, healthcare fraud, SNAP fraud, passport fraud, making false statements, and conspiracy to commit visa fraud.

Among the most significant cases highlighted by prosecutors is that of Heriberto Rodriguez of Framingham. Authorities allege Rodriguez fraudulently obtained benefits across multiple programs, resulting in taxpayer losses exceeding $546,000.

Another defendant, Santo Escolastico Cuello, a Dominican national residing in Worcester, faces allegations involving more than $162,000 in fraudulent MassHealth claims.

Additional defendants are accused of generating tens of thousands of dollars in improper payments. Prosecutors allege Richard Odelis Vallegas Nunez fraudulently received approximately $48,865 in MassHealth benefits, while Yahaira Diaz Gomez is accused of causing nearly $49,000 in losses through similar conduct.

Several suspects remain publicly unidentified because investigators say they were living under stolen identities. Court filings refer to some of these individuals as “John Doe” defendants while authorities work to determine their true identities.

One defendant living in Quincy allegedly obtained approximately $11,000 in SNAP benefits through fraudulent means. Others residing in Lynn are accused of improperly collecting substantial healthcare benefits using false identities and fabricated information.

The investigation also revealed the unusual case of Mario Baez Romero, a Dominican national living in Somerville. Authorities reported that Romero was encountered during a vessel interdiction operation conducted in Florida earlier this year before his alleged involvement in the benefits scheme came to light.

Federal officials say the case demonstrates how vulnerable public assistance programs can become when oversight mechanisms fail and identity verification systems are circumvented.

The announcement was accompanied by a stern warning from U.S. Attorney Leah Foley, who indicated that this prosecution is only the first step in a much larger effort.

“Today’s announcement is just the beginning of what will be a sustained and ongoing effort to arrest and charge individuals for benefit fraud in Massachusetts. The defendants charged today stole from a number of programs, including SNAP and MassHealth – which are designed to assist U.S. citizens in need of food and health care,” said U.S. Attorney Leah Foley.

Foley made it clear that federal authorities intend to continue pursuing similar cases throughout the state.

“There isn’t any place else in the world where you can go and be handed free food, free housing, free healthcare and free monthly checks, while being in the country illegally. However, it appears that you can come to Massachusetts and steal as many benefits as you want without fear and without any accountability,” she added. “This is all ending on my watch. Beginning today, we will be announcing benefit fraud charges on a rolling basis.”

The case is likely to intensify the ongoing national debate over illegal immigration, government spending, and the security of public assistance programs. Supporters of stronger immigration enforcement argue that cases like this demonstrate the need for tighter eligibility verification and more aggressive oversight of taxpayer-funded benefits.

Meanwhile, federal investigators say the work is far from finished. With prosecutors promising additional arrests and charges in the months ahead, Massachusetts may be just the first chapter in a broader crackdown on public benefits fraud nationwide.
